Chinese President Xi Jinping arrived in Hanoi on Tuesday with a promise to prioritize relations and improve trade ties with Vietnam amid recent differences over territorial claims in the South China Sea.<\/span><\/p>\n

Vietnam has been working to balance geopolitical rivalries with a desire to advance its economy.\u00a0<\/span><\/p>\n

Xi\u2019s two-day official visit comes three months after U.S. President Joe Biden visited Hanoi and several weeks after Japan\u2019s prime minister met with top officials in Vietnam\u2019s capital.<\/span><\/p>\n

Xi was met by Prime Minister Pham Minh Chinh at Hanoi\u2019s airport at the start of his first trip to Vietnam in six years. He was also scheduled to hold talks with Communist Party General Secretary Nguyen Phu Tron and National Assembly Chairman Vuong Dinh Hue.<\/span><\/p>\n

\u201cA close neighbor is better than a distant relative,\u201d <\/span>Xi wrote on Tuesday in a signed article<\/span><\/a> printed in Vietnam\u2019s official Nhan Dan Newspaper.<\/span><\/p>\n

\u201cHegemonism, unilateralism and protectionism are on the rise,\u201d he wrote. \u201cPeace and development in the region are confronted with fairly grave challenges of instability and uncertainty.\u201d<\/span><\/p>\n

The neighboring countries announced 37 deals on Tuesday, including agreements on railways and telecommunications, according to Reuters. China is Vietnam\u2019s largest trade partner.<\/span><\/p>\n

\u2018China\u2019s orbit\u2019<\/p>\n

Chinese Foreign Minister Wang Yi laid the groundwork for Xi\u2019s visit with <\/span>a trip to Hanoi on Nov. 30<\/span><\/a> to discuss trade and investment cooperation.\u00a0<\/span><\/p>\n

Two days before Wang\u2019s visit, Vietnam and Japan agreed to cooperate more closely on security issues and work together on defense equipment and technology transfers as <\/span>Prime Minister Fumio Kishida announced<\/span><\/a> that the two countries were officially upgrading relations to a \u201ccomprehensive strategic partnership.\u201d<\/span><\/p>\n

In September, Biden also announced that the <\/span>United States was upgrading its relationship<\/span><\/a> with Vietnam. The two countries pledged to work together on semiconductors, cloud computing and artificial intelligence.<\/span><\/p>\n

\u201cXi\u2019s visit is to say that Vietnam has not escaped China\u2019s orbit just yet,\u201d Huong Le Thu, deputy director of the International Crisis Group\u2019s Asia program, told The New York Times.<\/span><\/p>\n

China has already <\/span>mapped out a number of projects<\/span><\/a> if Vietnam were to eventually agree to take part in its Belt and Road Initiative, including railway routes from the northern provinces to Hanoi and the port city of Haiphong.<\/span><\/p>\n

\u201cChina and Vietnam are connected by mountains and rivers,\u201d Xi wrote in the Nhan Dan Newspaper. \u201cWe enjoy cultural proximity, cherish the same ideals, and have a shared future ahead of us.<\/span><\/p>\n
